WASHINGTON, DC - A decade-old benchmark for determining when a driver is legally intoxicated -- the 0.08 blood-alcohol content rate -- should be lowered to 0.05, reducing the amount a motorist can imbibe before being presumed to be drunk, federal safety officials said Tuesday.
The National Transportation Safety Board voted Tuesday to recommend that all 50 states lower the blood-alcohol threshold to reduce the nation's drunk driving death toll, which has plateaued at about 10,000 deaths a year. All NTSB recommendations are advisory and do not carry the force of law.

Christina Aguilera is returning to The Voice, Us Magazine confirms.
The singer will be back in her coach's chair for the fifth season, while new additions, Shakira and Usher, will both likely take time off from the show. A source explains, "Shakira wants to take a season off to take care of the baby. She has an option to come back too. And Usher is doing a movie, so he couldn't do season five if they wanted him to."
Cee Lo Green is also reportedly in talks to return.
An inspector general’s report on the IRS scandal is out and it blames the agency’s special scrutiny of Tea Party groups on “ineffective management.”
Released Tuesday, the report by the Treasury Inspector General for Tax Administration did not put blame on specific employees or suggest punishments, but rather it made recommendations about how future tax-exempt filings should be handled.
According to the report, the IRS’s Cincinnati office, which handles all tax-exempt applications, focused on groups with the names “Tea Party,” “Patriot” and “9/12.” Those applications were flagged for further review to determine if they were participating in political campaign activity.
